Can you publish a book with a ghostwriter?

I’ve had this dream of publishing a book for years. I even started writing it, but now it’s just sitting in a folder on my laptop, untouched. Life got busy, and now I feel like I’ve lost the momentum to finish it. I’m seriously considering hiring a ghostwriter, but I’d prefer someone local since I’m based in the States. Are there professional ghostwriting services USA that are reliable? I’m looking for someone who can take my scattered notes and half-written chapters and turn them into something polished.
